It is remembering the attunement order.
One chain is short but easy to block on raid access. The other is much longer and sends you through multiple heroic dungeons before ending at Magtheridon. Blizzard’s original TBC Classic attunement outline makes that split very clear: SSC is built around The Cudgel of Kar’desh, while Tempest Keep is built around The Tempest Key and the Trials of the Naaru.

The SSC chain is short.
Blizzard’s official attunement walkthrough says gaining access to Serpentshrine Cavern requires one quest:
That quest is picked up inside Heroic Slave Pens, and Blizzard says it requires you to defeat and loot Nightbane in Karazhan and Gruul the Dragonkiller in Gruul’s Lair.
So the chain is short, but the setup is not.
Before you can even start the SSC chain, you need access to Heroic Slave Pens.
Blizzard says the required heroic key here is the Reservoir Key, which requires Revered reputation with Cenarion Expedition.
That is the first real blocker for a lot of players.
If you do not have the key yet, fix that before planning the rest of the chain.
Once you are inside Heroic Slave Pens, head deeper into the dungeon and find Skar’this the Heretic.
Blizzard’s guide says the SSC attunement quest is picked up inside Slave Pens in Heroic Mode only, and the quest itself is The Cudgel of Kar’desh.
This is the quest that sends you after the two signets you need.
One of the two required items for The Cudgel of Kar’desh is the Earthen Signet.
The quest requires you to loot it from Gruul the Dragonkiller in Gruul’s Lair.
This is usually the easier half of the chain if your guild is already doing Phase 1 raid content.
The second required item is the Blazing Signet from Nightbane in Karazhan. The same SSC quest requires both the Earthen Signet and the Blazing Signet, and Blizzard also notes that someone in the Karazhan group must have the Blackened Urn to summon Nightbane.
This is the part players forget most often.
You do not just need Karazhan access.
You need a group that can actually summon and kill Nightbane.
After looting both signets, go back to Skar’this the Heretic and turn in The Cudgel of Kar’desh.
Blizzard’s attunement guide states that after turning in the quest, you are ready to enter Serpentshrine Cavern.
That is the full SSC chain.
Short, but very dependent on raid logistics.

The Tempest Keep chain is much longer.
Blizzard’s TBC Classic guide says you must first complete The Cipher of Damnation questline in Shadowmoon Valley, then pick up The Tempest Key, complete the Trial of the Naaru chain, and finally kill Magtheridon to receive The Tempest Key that unlocks The Eye.
So if SSC is the short raid-attunement chain, TK is the full progression marathon.

From there, the chain moves into The Hand of Gul'dan, the Enraged Spirits quests, and then the much bigger Oronok Torn-heart storyline.
You do not need to memorize every single quest name to understand the structure.

Blizzard’s official attunement outline shows that the chain runs through the three sons of Oronok and their fragment quests, ending with:
After completing the final step, Blizzard says you receive a letter from Khadgar by mail, which sends you to Shattrath for the next stage.
That mailbox step is the transition point.
Until you do it, the real Tempest Keep attunement does not begin.
After finishing The Cipher of Damnation, head to Shattrath.
Blizzard says the next quest is The Tempest Key, which leads you to A’dal and the Trials of the Naaru.
This is where the heroic dungeon portion begins.
Trial of the Naaru: Mercy sends you into Heroic Shattered Halls.
The quest objective is to recover the Unused Axe of the Executioner, and the quest must be completed on Heroic difficulty. Blizzard also notes that Heroic Shattered Halls requires the Flamewrought Key.

This is usually where the Tempest Keep chain starts feeling expensive in time.
Trial of the Naaru: Tenacity is the Heroic Arcatraz step.
The objective is to rescue Millhouse Manastorm, and the quest must be completed in Heroic difficulty. Blizzard’s guide confirms this stage requires the Warpforged Key, and the quest itself confirms Millhouse Manastorm Rescued is the completion requirement.
This one is simple on paper:
But in practice, it is one of the most annoying steps for weaker groups.
After finishing Mercy, Strength, and Tenacity, the final step is Trial of the Naaru: Magtheridon.
The quest is given by A’dal, requires you to kill Magtheridon, and its completion awards Create Tempest Key. Blizzard’s official attunement article confirms this is the final trial required to gain entry into The Eye.
This is the raid gate at the end of the chain.
No Magtheridon kill, no Tempest Key.
Once Magtheridon is dead, go back to A’dal and turn in the quest.
Blizzard states that completing the final Trial of the Naaru awards The Tempest Key, which allows you to enter The Eye.
At that point, your Tempest Keep attunement is done.
If your goal is efficiency, do them in this order:
You want Karazhan access and a realistic path to Nightbane before worrying about SSC. Blizzard explicitly ties SSC to Nightbane access.
Pick up The Cudgel of Kar’desh as soon as you can get into Heroic Slave Pens, then line up Gruul and Nightbane kills.
Tempest Keep is longer, so do not wait until SSC is completely done before starting Shadowmoon. Blizzard’s official chain shows how much frontloaded questing TK requires.
Do Mercy, Strength, and Tenacity in a clean block once your heroic keys are ready.
That is the clean finish for TK attunement.
