World of Warcraft: Forever launches on November 4, 2026, and everyone starts at level 1 on the same day. Nothing from the beta carries over.
The level cap is 60 and it stays there. There's no level scaling, no flying, and no boost to skip the climb — the journey to 60 is the content, and Blizzard has built over 1,000 new quests, four new regions, and nine new dungeons into it.
There's also one rule change that rewrites how you should level, and it breaks the most popular Classic leveling method outright. That comes first.
What's Confirmed and What Isn't
Forever is weeks from launch and the beta is still capped well below 60. Here's where the facts stand.
Confirmed:
Level cap of 60, with no level scaling and no flying mounts
The overall experience curve from 1 to 60 is unchanged from Classic
Experience from killing monsters inside dungeons has been heavily reduced
Experience from dungeon quests has been substantially increased
Campfires grant rested experience out in the world
Almost every crafted food provides a stat bonus plus a small experience buff
The Legacy perk Well Rested increases rested experience gain and its cap
Nine new dungeons with published level ranges
Raids open December 9, 2026 and require a level 60 character
Not yet confirmed:
The level and gold cost of your first riding skill
The exact percentage of the food experience buff
The level range of Shen'dralas
A full list of which original zones have been expanded
Final class balance — every class has been reworked and the beta can't test past 30
Anything in this guide built on an unconfirmed point is labelled as such.
The Rule That Changes Everything: Dungeons Are Quests Now
In Classic, the fastest route to 60 for years was chain-running the same dungeon — Scarlet Monastery twenty-five times in a row, grinding kill experience in a safe, repeatable loop.
Forever deliberately breaks that. Kill experience inside dungeons has been cut hard, while experience from dungeon quests has been raised dramatically.
What that means for your route:
The first clear of each dungeon is worth a great deal — as long as you have the quests
The tenth clear of the same dungeon is worth very little
Always pick up every quest for a dungeon before you zone in. Running a dungeon without its quests now throws away most of its value
The practical pattern: run each dungeon in your bracket once, with all its quests, then go back to questing outside. Don't farm instances for experience — farm them only if you want a specific item.
There's a second reason to do each first clear: dungeon bosses drop blue-quality gear, and they also drop Blueprint recipes for Camping objects. Your first run through each instance is loot, crafting unlocks, and a large chunk of experience at once.
Your Leveling Toolkit

Rested Experience — Now Outdoors Too
Logging out in an inn or a capital city still banks rested experience, which boosts kill experience until it's used up.
Forever adds campfires as a rested source in the open world. Sit at a campsite (/sit) and you earn rested experience without flying back to town. For a leveling character this means you no longer have to end every session by hearthing.
Bank rested for the slow levels. The experience curve steepens sharply in the 50s. Rested experience saved for that stretch is worth more than rested burned at level 15.
Camping Buffs
A campsite can hold up to three profession-crafted objects, placed by different players, each giving a one-hour buff. Examples shown so far:
Sharpening Wheel (Blacksmithing) — Strength
Faction Banner (Tailoring) — Spirit
Incense Candle (Herbalism) — Intellect
These overlap with class buffs rather than stacking on top of them — a Sharpening Wheel fills a similar role to Blessing of Might.
The first campsite objects unlock at just 20 profession skill, so Camping is relevant from very early leveling. Starting a session at a campfire gives you an hour of free power.
Food
Almost every crafted food in Forever gives a stat bonus and a small experience buff. The exact percentage hasn't been published.
Level Cooking alongside your character. It feeds your experience rate directly, and it's the profession that upgrades campfires.
Riding
Forever keeps ground mounts only, and the riding skill grants the mount itself. Blizzard hasn't published the level or trainer cost yet. In Classic, the first riding skill arrived at level 40, which is the sensible working assumption.
Plan for it anyway. The 40s and 50s are the longest part of the climb, and the quest hubs in that bracket — Riverglades, Alcaz Island, Un'Goro, Hyjal — are spread far apart. Have the gold ready the moment you can train it.
New Ship Routes
Three new ship routes link the continents. Two matter for leveling:
Tanaris to Riverglades — the Steamwheedle dock in Tanaris now sails to Powderfuse Port in Riverglades. Kalimdor characters get a direct line into the mid-30s zone.
Stormwind Harbor to Auberdine — a new direct ship for Alliance players moving between continents.
The Route by Bracket
A note before the route: the zone ranges below use the original Classic brackets as the baseline, with Forever's new regions and dungeons placed where Blizzard has announced them. Blizzard hasn't published every change to the original zones, so treat these as the working map and expect adjustments during beta.
Levels 1–12: Starting Zones
Standard starts: Elwynn Forest, Dun Morogh, Teldrassil, Durotar, Mulgore, and Tirisfal Glades.
Skyborne start: Zephras Isle (levels 1–12) — a brand new starting region and the only one that runs past level 10. It tells the story of the Skyborne and sets up their split between Horde and Alliance. Requires a Skyborne pack.
Stay in your starting area until it runs out. Early quest density is high and running to another continent at level 7 costs more than it earns.
Levels 12–20: First Dungeons
Zones: Westfall, Loch Modan, Darkshore, Silverpine Forest, and The Barrens.
New dungeons in this bracket:
Hall of Thanes (13–18) — beneath Ironforge, where intruders have broken into the burial halls of ancient Dwarven kings
Ruins of Lordaeron (15–20) — the Forsaken attempt to reclaim Lordaeron while Scourge and a mysterious Necromancer remain inside
Original dungeons: Ragefire Chasm, The Deadmines, Wailing Caverns.
This is where the new XP rule first pays off. Collect the quests for each dungeon on your way through the zones, then clear each one once.
Levels 20–30: Wetlands and Dalaran
Zones: Redridge Mountains, Duskwood, Wetlands, Ashenvale, Stonetalon Mountains, Hillsbrad Foothills.
New dungeons:
Excavation Site: Wetlands (24–29) — a Titan dig site above Whelgar's Excavation, wrapped in strange mist
City of Dalaran (28–33) — explore Dalaran after its protective barrier unexpectedly fails
The Wetlands has new quests alongside its dungeon, making it a stronger stop than it was in Classic.
Original dungeons: Shadowfang Keep, Blackfathom Deeps, The Stockade.
Levels 30–40: Riverglades Begins
Zones: Arathi Highlands, Thousand Needles, Desolace, Stranglethorn Vale, and — from the mid-30s — Riverglades.
Riverglades is Forever's largest new leveling region, sitting between Redridge, Burning Steppes, Badlands, and Swamp of Sorrows. It covers roughly the mid-30s to mid-40s with close to 200 quests for both factions, new reputations, and a neutral Goblin port that opens trade and travel routes through the Eastern Kingdoms.
New dungeon:
The Drowned City (35–40) — ancient ruins rising from the sea near Stranglethorn, with Trolls, Naga, and pirates fighting over them
Original dungeons: Gnomeregan, Razorfen Kraul, Scarlet Monastery, Razorfen Downs.
About Scarlet Monastery: under the new rules there's no reason to run it on repeat. Clear each wing once with quests, then move on.
Levels 40–50: Krol'dok and the Mount
Zones: Riverglades continues into the mid-40s, then Dustwallow Marsh, Swamp of Sorrows, Badlands, Tanaris, Feralas, and The Hinterlands.
New dungeon:
Krol'dok Stronghold (40–45) — a huge outdoor Ogre stronghold in Riverglades, tied to kidnappings and cult activity. It plays more like a quest hub than a traditional instance, and it's the designed replacement for grinding Scarlet Monastery.
Original dungeons: Uldaman, Zul'Farrak.
This is where the mount matters most. Train riding the moment it's available and budget for it through your 30s.
Levels 50–60: The Long Stretch
Zones: Searing Gorge, Azshara, Felwood, Un'Goro Crater, Burning Steppes, Western and Eastern Plaguelands, Winterspring, Silithus — and Mount Hyjal.
New dungeons:
Alcaz Prison (48–53) — the previously sealed prison on Alcaz Island, amid a conflict between the Defias and Naga
Blackmaw Hold (55–60) — the Furbolg city beyond Azshara's sealed gate
The Shaper's Terrace (58–60) — a Titan facility in the hills of Un'Goro
Mount Hyjal is Forever's endgame leveling region, reached through Darkwhisper Gorge. New stories, new reputations, and entrances to both new raids — Barrow Deeps and Hyjal Summit. Leveling here means arriving at 60 already standing at your raid doors.
Original dungeons: Maraudon, Sunken Temple, Blackrock Depths, and the level 60 instances.
This bracket is where the experience curve bites. It's the longest stretch in the climb, which is why rested experience, food buffs, and a mount all pay off most here.
Shen'dralas
The new region between Mulgore and Desolace, following the Shen'dralar and connecting to Dire Maul and Eldre'Thalas. It also continues the Gelkis and Magram centaur storylines with reasons to revisit Maraudon and Razorfen Downs.
Its level range hasn't been announced. Slot it in once Blizzard confirms where it sits.
