Forever launches tomorrow, which means a lot of people are about to commit a hundred hours to a race choice they'll make in thirty seconds.
Before any tier list, the structural change that makes Classic race-picking advice worthless:
Weapon specialization and resistance passives have been removed. Every race in Forever now has exactly two active and two passive racials, and none of them are tied to a weapon type.
That's enormous. In Classic, Human sword and mace specialization, Dwarf gun specialization and Orc axe specialization were real constraints — your race partly dictated what you could hold. Dwarf Hunters used guns because the racial said so. All of that is gone.
Every racial in Forever applies to every class that race can play. Human's crit bonus works on a bow. Orc's Blood Fury works on spell power. For the first time in a Classic-style WoW, you can pick your race for throughput rather than for weapon type.
Here's how they actually rank — for raiding, for PvP, and for the climb to 60, which is where most of your first month goes.
One Caveat, Stated Plainly

Racial values were being tuned through the final beta builds, and some figures moved more than once. Two we're confident shifted:
Wind Blessed (Skyborne haste passive) was announced at 1% and reported at 3% in later beta builds.
Skysight (Windshaper movement) was initially described as a flat speed increase and later as conditional on being near a convergence.
The numbers below reflect the most recent beta data available before launch. Read the tooltips at character creation. That takes thirty seconds and it's the only source that's definitely current. Where a figure matters to your decision, we've flagged it.
PvE Tier List — Raids and Dungeons
Tier | Races |
|---|
S | Skyborne (both branches) · Human · Orc |
A | Night Elf · Troll · Gnome |
B | Dwarf · Tauren |
C | Undead |
S Tier
Skyborne — High Order and Windshaper. Wind Blessed gives haste at all times, reported at 3% in the latest builds. An always-on throughput passive with no cooldown, no condition and no ramp. Elemental Insight adds 5% damage against Elementals on top.
Human. Ruthless gives 2% crit to all spells and attacks, with any weapon. That last clause is the whole story — in Classic this would have been a weapon-specific bonus, and now it isn't. The Human Spirit adds 5% Spirit, which matters for healers.
Orc. Blood Fury now grants 10% Attack Power and Spell Power for 15 seconds, on a 3-minute cooldown. The spell power half is the change that matters — it makes Orc a genuine caster race rather than a melee one. Savage adds 1% crit passively, and Shatter Curse reduces Magic damage taken by 5% for 8 seconds.
A Tier
Night Elf. Elune's Light gives 10% crit for 15 seconds every 3 minutes — and crucially, it's usable by every class and spec. A strong, universal burst window.
Troll. Berserking gives 10% attack and casting speed for 10 seconds every 3 minutes. Beast Slaying adds 5% damage against Beasts.
Gnome. Eureka! opens an 8-second window where damaging abilities cost 10% less and deal 10% more, every 2 minutes — the shortest cooldown of any burst racial. Expansive Mind adds 5% maximum Mana, Rage or Energy.
B and C Tier
Dwarf. Earth Fury adds 2% critical damage and healing. Stoneform reduces Physical damage taken by 10% for 8 seconds, which makes Dwarf a genuinely good tank race even though it's weak for damage.
Tauren. Endurance adds 5% health and 2% critical damage and healing. War Stomp on a 90-second cooldown has real dungeon utility.
Undead. Nothing in the kit adds raid damage. Touch of the Grave drains up to 5% of health on hit but no more than once every 25 seconds. Will of the Forsaken only matters against fear and charm.
The Line That Actually Separates S From A
Look at what's in each tier and the pattern is almost exact:
S tier races have always-on damage passives. A tier races have strong cooldowns and weak passives.
Skyborne's haste and Human's crit are running on every swing of every fight. Night Elf, Troll and Gnome have to press a button and get a window.
That means the gap depends on fight length, and it moves in both directions:
On a long raid boss, an always-on 2–3% applies to the whole fight, while a 3-minute cooldown fires two or three times. S tier pulls ahead.
On a 90-second dungeon boss, that same cooldown fires once — but it fires during a meaningful share of the fight. The gap narrows considerably.
Where burst aligns with a mechanic — a damage phase, a priority add, an execute window — a 10% crit or 10% haste window beats a flat passive outright, because you choose when to spend it.
So the honest version: if you want a race that's never wrong, take an S-tier passive race. If you play content with burst windows and you like holding a cooldown for the right moment, Night Elf and Gnome are better than their tier suggests. Gnome in particular, at a 2-minute cooldown, gets roughly 50% more uses than every other burst racial.

Tier | Races |
|---|
S | Human · Gnome |
A | Orc · Undead · Dwarf · Night Elf |
B | Tauren · Troll · Skyborne |
S Tier
Human. Will to Survive removes all stuns every 3 minutes. Perception reveals stealthed enemies — a direct counter to Rogues and Druids. Plus Ruthless's 2% crit carries over from PvE.
Gnome. Escape Artistbreaks roots and slows and grants 3 seconds of immunity to them. That immunity window is what elevates it above a simple break. Eureka! provides the burst, and Expansive Mind gives Rogues and Warriors more Energy or Rage.
A Tier
Orc. Hardiness cuts every stun duration by 20% — a passive that works against everything, unlike a cooldown. Shatter Curse removes Curses and Banes and reduces Magic damage by 5%.
Undead. Will of the Forsaken breaks fear, charm and sleep. One limitation worth knowing: it cannot be used while disoriented by Scatter Shot. Plus Cannibalize for between-fight recovery.
Dwarf. Stoneform removes bleeds, poisons and diseases and reduces Physical damage by 10% — a hard counter to Rogues and Warriors in a single button.
Night Elf. Shadowmeld for dropping out of sight and resetting, Elune's Light for burst, and Quickness (2% movement speed, stacks with other speed effects) to help Rogues and Druids stay in stealth.
B Tier
Tauren. War Stomp stuns up to five enemies for 2 seconds every 90 seconds — excellent in a group fight, limited one-on-one. Endurance adds 5% health.
Troll. Berserking gives burst, but Rapid Regeneration is cancelled by any damage, so it almost never helps mid-fight.
Skyborne. Wind Blessed's haste still applies, but both actives are built for travel and Walk on Air does nothing in combat.
The Swing Table — Which Races Change Tier

This is the comparison that actually matters if you intend to do both, and no single tier list shows it.
Race | PvE | PvP | Swing |
|---|
Human | S | S | None — top tier in both |
Orc | S | A | Minimal |
Gnome | A | S | +1 |
Night Elf | A | A | None |
Dwarf | B | A | +1 |
Tauren | B | B | None |
Troll | A | B | −1 |
Skyborne | S | B | −2 |
Undead | C | A | +2 |
Two races swing hard, and they swing opposite ways.
Skyborne is S in PvE and B in PvP. The haste passive carries over, but the actives are travel tools and the glide is useless in combat. Pick Skyborne if you raid and dungeon; don't pick it expecting battleground performance.
Undead is C in PvE and A in PvP. Nothing in the kit adds raid damage, but Will of the Forsaken is one of the strongest control breaks in the game. Pick Undead for PvP; accept that you're giving up raid throughput.
Human and Orc are the only races that stay near the top of both. If you don't know yet which game you'll end up playing — and a lot of people genuinely don't on day one — those two are the hedge. Human especially: S tier in both lists, on the faction with more class options.
The Levelling Tier List Nobody Publishes

Every race tier list ranks endgame. Forever's level cap is permanent and the climb to 60 takes most players 100 to 180 hours. For your first month, the endgame tier list is ranking content you haven't reached.
So here's the same racial data sorted by what actually matters between level 1 and 60: movement, downtime, and not dying.
Tier | Races | Why |
|---|
S | Tauren · Troll | Movement and regeneration, the two biggest time sinks |
A | Undead · Night Elf · Dwarf | Downtime removal, escape tools, gold |
B | Skyborne · Human · Orc · Gnome | Faster kills, limited sustain |
S Tier for Levelling
Tauren. Plainsrunning gives up to 30% movement speed while running, plus 3% mounted speed. That is the single largest movement racial in the game, and movement is the dominant time cost of levelling before mounts arrive. Endurance's 5% health means fewer deaths, Cultivation gives a free herb every 15 minutes, and War Stomp saves you from bad pulls.
Troll. Regeneration gives 20% health regeneration and keeps 20% of it active in combat. Rapid Regeneration restores 50% of your health over 6 seconds after a fight. Those two together largely delete the sit-and-eat loop that defines Classic levelling. The same ability that's nearly useless in PvP — because damage cancels it — is outstanding when you're killing one mob at a time.
A Tier for Levelling
Undead. Cannibalize restores 7% health and mana every 2 seconds for 10 seconds from a humanoid or undead corpse — that's 35% of both from a corpse you just made. For a caster especially, that's a drink and a meal skipped on every pull. Undead is C tier for raiding and genuinely strong for levelling.
Night Elf. Wisp Spirit makes corpse runs 75% faster, which matters more than it sounds when you're learning content. Shadowmeld lets you skip fights entirely, and Quickness adds 2% movement that stacks with other speed effects.
Dwarf. Stoneform turns a bad pull into a survivable one and clears bleeds, poisons and diseases. Find Treasure gives a chance at extra items from most chests — which is gold, and gold is what you need for riding at 100g and 1,000g.
B Tier for Levelling
Skyborne, Human, Orc and Gnome all kill things slightly faster, which does save time — a 3% haste or 2% crit passive compounds over thousands of mobs. But none of them reduce travel or downtime, which are the larger costs. Walk on Air is a nice terrain shortcut on a 90-second cooldown and a free fall-damage cancel; it's convenience rather than throughput.
The honest summary: if your plan is to enjoy the climb and sort out your endgame later, Tauren and Troll are better picks than any tier list will tell you. If your plan is to reach 60 and raid, the PvE list above is the one to use — you'll respec and regear anyway, but you can't rerace.

Italicised entries are forced picks, not recommendations — see below.
Two of Those Aren't Choices
Horde Paladin can only be Undead. Alliance Shaman can only be Dwarf. Those rows carry no information — they're the only option, listed as the best option. Worth knowing before you read them as endorsements, especially since Undead is C tier for PvE.
If you want a Paladin with a strong PvE racial, that's an Alliance Human. If you want a Shaman with one, that's Horde. Our race and class combinations guide has the full grid of who can play what.
Notes on the Picks
Human is the Alliance PvE answer for six of nine classes. Ruthless applying to all spells and attacks with any weapon makes it close to universally correct. For Hunters there's an extra reason: Ruthless also benefits your pet.
Orc is the Horde PvE answer for six of nine. Blood Fury covering both Attack Power and Spell Power is what does it — one racial that serves melee, ranged and casters equally.
Skyborne takes Mage and Druid on the PvE side because an always-on haste passive is worth more to those specs than a burst window, and Human is a close second for Mage.
Gnome is the Alliance PvP pick for Rogue and Mage on the strength of Escape Artist's immunity window plus Eureka!'s short cooldown.
Undead takes four Horde PvP slots — Priest, Mage, Warlock and Paladin — on Will of the Forsaken alone. That's how much a fear and charm break is worth in battlegrounds.

Priests get extra race-specific abilities, as in Classic: Dwarf Chastise and Desperate Prayer, Gnome Confounding Flash and Contingency Plan, Human Divine Grace and Feedback, Night Elf Elune's Grace and Starshards, Troll Hex of Weakness and Shadowguard, Undead Dark Sacrifice and Touch of Weakness.
What Changed From Classic
If you're bringing Classic knowledge, these are the changes that invalidate parts of it:
Weapon specialization passives are gone. No sword, mace, axe or gun specialization on any race. Your race no longer influences what weapon you should use.
Resistance passives are gone. No racial shadow, nature, arcane or frost resistance.
Every race has exactly two actives and two passives. Clean, symmetrical, and easier to compare.
Diplomacy is now a universal Legacy talent, not a Human racial — see our Legacy System guide.
Fear Ward and Devouring Plague are baseline for Priests rather than race-locked.
Find Treasure now combines with other tracking types, so Dwarves no longer choose between tracking modes.
New racials across the board: Artisan's Precision, Big Game Hunter, Eureka!, Contingency Plan, Will to Survive, Ruthless, Divine Grace, Elune's Light, Shatter Curse, Plainsrunning, Rapid Regeneration, Touch of the Grave, Dark Sacrifice and Chastise — plus the entire Skyborne set, which has no Classic equivalent.
The practical upshot: remembered race-class pairings from Classic are mostly obsolete. Dwarf Hunters have no gun bonus. Humans have no sword bonus. Orc Warriors have no axe bonus. Pick for the racial, not the weapon.
FAQ
What's the best race in WoW Forever overall? Human. It's the only race that sits in S tier for both PvE and PvP — Ruthless's 2% crit applies to everything, Will to Survive removes all stuns, and Perception counters stealth. On the Horde side, Orc is the equivalent: S for PvE, A for PvP.
Does race matter more in Forever than in Classic? It matters differently. The totals are smaller and more symmetrical — two actives and two passives for everyone — but because weapon specialization is gone, every racial now applies to every class the race can play. That makes racials more comparable and race choice more about throughput than about weapon type.
What's the best race for levelling? Tauren or Troll. Plainsrunning's up to 30% movement speed is the biggest time saver in the game before mounts, and Troll's Regeneration plus Rapid Regeneration largely removes the sit-and-eat loop. Both are mid-tier at endgame and better than their rating for the 100-plus hours it takes to get there.
Which race is best for PvP? Human or Gnome on Alliance; Orc or Undead on Horde. All four are built around breaking control — stuns for Human, roots and slows for Gnome, stun reduction for Orc, fear and charm for Undead.
Why is Skyborne S tier in PvE but B in PvP? Wind Blessed's haste carries over to PvP, but both Skyborne actives are travel tools. Walk on Air does nothing in combat, and Skysight is movement. In a raid the passive is all that matters; in a battleground the missing control break is what matters.
Is Undead really a bad race? For raid damage, yes — nothing in the kit adds throughput. For PvP it's A tier on Will of the Forsaken alone, and for levelling it's strong because Cannibalize returns 35% of your health and mana from a corpse. It's the most situational race in the game rather than a bad one.
Can I still pick Dwarf for a Hunter because of guns? There's no reason to. Gun specialization has been removed. Dwarf Hunter is fine, but choose it for Stoneform and Find Treasure, not for a weapon bonus that no longer exists.
Which races are forced picks? Horde Paladin can only be Undead and Alliance Shaman can only be Dwarf. Any guide listing those as "best" is listing the only option.
Should I trust these tier values? Read the tooltips at character creation. Racial values were being tuned through the final beta builds — Wind Blessed moved between 1% and 3% in published figures, and Skysight's description changed from a flat speed bonus to one conditional on being near a convergence. The rankings above are sound; individual numbers may have shifted in the launch build.
The Short Version
Weapon specialization is gone, so every racial works for every class your race can play. Classic race-class wisdom no longer applies.
Best overall: Human (S in PvE and PvP) and Orc (S PvE, A PvP). Those two are the safe picks if you don't yet know whether you'll raid or PvP.
Best for PvE: Skyborne, Human, Orc — all three have always-on damage passives, which is what separates S tier from A tier.
Best for PvP: Human and Gnome on Alliance, Orc and Undead on Horde — all four about breaking control.
Best for levelling, which is your actual first month: Tauren and Troll — movement and regeneration beat throughput over 100 to 180 hours.
Biggest swings: Skyborne drops two tiers going into PvP, Undead gains two. Know which game you're playing before you pick either.
And check the tooltips in character creation. You can respec and regear. You can't rerace.
